The proposal is structured around five pillars: (1) transparency, prevention, and information—with a strengthening of the UIAF, technical and budgetary autonomy for the Transparency Secretariat, and full operation of the Colombian Anti-Corruption Portal (PACO); (2) investigation and prosecution with a macrocrime focus—including a specialized unit within the Attorney General's Office and a trial body for systemic cases; (3) comprehensive reparation—creation of a Reparation Fund for victims of corruption and sectoral allocation of recovered assets; (4) priority presence in high-risk areas; and (5) citizen mobilization and oversight.
As explained, the goal is to move from fragmented responses to end-to-end coordination, with expenditure traceability, early warnings, and asset recovery to compensate for damages in the affected sectors.
