President Gustavo Petro's speech on the New EPS

On September 12, 2025, President Gustavo Petro Urrego addressed the nation in a message about the situation of Nueva EPS, following the Comptroller General's Office's findings of unreported invoices and hidden debts totaling nearly 5 billion pesos.

According to Petro, the entity submitted inconsistent balance sheets to the Ministry of Health and the National Health Superintendency, which prevented timely intervention actions. The doctored financial statements concealed the magnitude of outstanding obligations, while costs skyrocketed in 2023.

The president explained that the government has implemented direct payments to hospitals and clinics in the intervened health insurance companies, avoiding the intermediaries that facilitated diversions and delays in payments. He also highlighted that insurance resources have grown steadily in 2023 and 2024, but this has not prevented irregular practices.

Petro reiterated that the resource intermediation system is not working and should be replaced by a model in which health providers directly receive funding for patient care. He also emphasized that public health policy is already showing improvements in infant and maternal mortality indicators.

Finally, the president was emphatic that his administration will not provide any more resources to Nueva EPS or other entities in crisis, beyond what the law mandates for the Capita Payment Unit (UPC) and similar items. In his words, allocating extraordinary resources to "save" these entities does not solve the structural problem and would jeopardize the nation's fiscal balance.
